Ciao a tutti,
confermo la necessità di questo passaparola, aggiungendo che si tratta di informazione per ri-affermare i diritti costituzionalmente garantiti . Il dramma è che sembra la maggior parte della popolazione non sia consapevole di quanto sta avvenendo.
Quello che Vi porto è solo un piccolo esempio. Sono una ricercatrice, mi occupo di diritto ambientale e di risorse idriche. Ieri mattina dovevo intervenire ad un programma RADIO RAI (programmato ormai da due settimane) per parlare del referendum sulla privatizzazione dell’acqua e chiarirne meglio le implicazioni giuridiche.
‘E arrivata una circolare interna RAI alle 8 di ieri mattina che ha vietato con effetti immediati a qualunque programma della RAI di toccare l’argomento fino a giugno (12-13 giugno quando si terrà il referendum), quindi il programma è saltato e il mio intervento pure.
Questo è un piccolo esempio delle modalità con cui “il servizio pubblico” viene messo a tacere e di come si boicotti pesantemente la possibilità dei cittadini di essere informati e di intervenire (secondo gli strumenti garantiti dalla Costituzione) nella gestione della res publica. Di fronte a questa ennesima manifestazione di un potere esecutivo assoluto che calpesta non solo quotidianamente le altre istituzioni, ma anche il popolo italiano di cui invece si fregia di esser voce ed espressione, occorre riappropriarci della nostra voce prima di perderla definitivamente.
Il referendum è evidentemente anche questo!

Sentite, la situazione è davvero molto grave anche se apparentemente la
routine di tutti i giorni – le nostre vite per intenderci – sembra
proseguire senza troppe scosse.
Leggete l’esperienza sotto riportata.
Io penso che siamo al golpe (anche se non ci sono carri armati ed esercito
per le strade, visto che non sembra essercene bisogno), almeno io definisco
così l’azione di sabotaggio dei referendum.
Ogni voce di possibile dissenso (e solo l’esito del referendum potrà dire
se è o no maggioritario nel Paese) non è tollerata nel modo più assoluto da
chi ci governa.
Ogni mezzo è buono per nascondere o sminuire i problemi: dalla burla agli
insulti alla destabilizzazione delle istituzioni, fino agli attacchi
all’informazione e al libero voto.
Che facicamo, allora??? Popolo bue, oppure cittadini attivi?

2 SI per l ‘ACQUA LIBERA!
Poiché né sulla RAI, né su Mediaset, né sui principali quotidiani nazionali si farà pubblicità per partecipare al Referendum sull acqua che ha raccolto oltre 1 milione e 400.000 firme, è importante diffondere il più possibile con il TUO AIUTO il sostegno alla campagna referendaria contro le future, imminenti speculazioni sull acqua.
VOTANDO SI , fai in modo che ciascuna realtà locale possa continuare a scegliere quale forma di gestione del Servizio Idrico Integrato attuare (se pubblica o privata o mista).
VOTANDO NO (O PEGGIO, NON ANDANDO A VOTARE) fai in modo che l unica gestione possibile, in futuro, sia quella a maggioranza privata, che favorirà l ingresso delle multinazionali nella gestione della TUA acqua nonché di immancabili speculazioni sulla TUA bolletta
Cosa si va a votare?
Primo quesito
«Volete voi che sia abrogato l art. 23 bis (Servizi pubblici locali di rilevanza economica) del decreto legge 25 giugno 2008 n. 112 Disposizioni urgenti per lo sviluppo economico, la semplificazione, la competitività, la stabilizzazione della finanza pubblica e la perequazione tributaria convertito, con modificazioni, in legge 6 agosto 2008, n. 133, come modificato dall art. 30, comma 26 della legge 23 luglio 2009, n. 99 recante Disposizioni per lo sviluppo e l internazionalizzazione delle imprese, nonché in materia di energia e dall art. 15 del decreto-legge 25 settembre 2009, n. 135, recante Disposizioni urgenti per l attuazione di obblighi comunitari e per l esecuzione di sentenze della corte di giustizia della Comunità europee convertito, con modificazioni, in legge 20 novembre 2009, n. 166?»
VOTA SI per cancellare la normativa che stabilisce che tutta la gestione del servizio idrico, compresa quella in affidamento a società pubbliche, venga conferita tramite affidamento a soggetti privati o società miste attraverso gara. Votando SI previeni lo smantellamento di tutte le società pubbliche (comprese quelle realtà di eccellenza che fino ad oggi hanno gestito con efficacia ed efficienza il Servizio Idrico Integrato). La normativa attuale (efficace da fine 2011) prevede che tutte le future società miste, per poter mantenere l affidamento del servizio idrico, diminuiscano necessariamente la quota di capitale pubblico al 30% entro dicembre 2015.
VOTA SI per evitare che anche gli ATO cadano in mano a privati. Gli ATO infatti sono l unico ente attuale, democraticamente eletto, a garanzia del cittadino per il contenimento delle tariffe sull acqua: la loro abolizione implica scenari futuri di estrema incertezza in merito al controllo delle gestioni privatistiche, alla qualità dell acqua erogata, agli investimenti nelle infrastrutture.
Secondo quesito
«Volete voi che sia abrogato il comma 1, dell art. 154 (Tariffa del servizio idrico integrato) del Decreto Legislativo n. 152 del 3 aprile 2006 Norme in materia ambientale , limitatamente alla seguente parte: dell adeguatezza della remunerazione del capitale investito ?»
VOTA SI per cancellare la norma che consente al gestore del servizio idrico di ottenere profitti garantiti sulla tariffa relativa al consumo dell acqua.
VOTA SI per evitare di pagare un 7% in più nella tua bolletta, percentuale che certamente non sarà re-investita dai futuri gestori privati del servizio idrico nel miglioramento della qualità del servizio! Se non ci credi, chiedilo ai cittadini della provincia di Arezzo!

Gli spot TV recitano:
“IL REFERENDUM SARA’ VALIDO SE SI RECHERA’ AL VOTO IL 50% + 1 DEGLI AVENTI DIRITTO”…
AD OGGI, 09/06/11, GLI AVENTI DIRITTO SONO 27.332.487
IL 50% E’ 13.666.243,5
IL 50% + 1 E’ 13.666.244,5
Ovvero il referendum sarà valido se andranno alle urne 13.666.244 ITALIANI E MEZZO… Ma Brunetta ha gia’ detto che non vota!!!

In realtà il referendum è valido se vanno a votare 13.666.244 italiani, il che significa, se vogliamo mantenere lo stesso criterio di codifica, il 50% + mezzo…
Se invece volessimo, per una volta, dire la cosa corretta (che è anche la più semplice)…
“IL REFERENDUM SARA’ VALIDO SE SI RECHERA’ A VOTARE PIU’ DEL 50% DEGLI ITALIANI, OVVERO LA MAGGIORANZA ASSOLUTA…”

LEGITTIMO GODIMENTO.
E’ fatta! I referendum hanno avuto un successo strepitoso! Il volere degli italiani è chiaro, netto, impossibile da fraintendere o manipolare. Ma la cosa veramente fantastica è la constatazione che dopo anni e anni di accettazione passiva di un potere politico-economico che lo vedeva come semplice “target di consumo da manipolare con l’informazione”, il popolo italiano ha deciso che invece vuole riappropriarsi della vera democrazia. Un bello scossone, quasi una rivoluzione (come auspicava Monicelli) e tanto più rivoluzionario quanto più pacifico, civile e potente e immediatamente efficace. Non mi illudo che questo cambi tutto; se molti gli italiano hanno la stoltaggine di sopportare e incoraggiare per interi ventenni o trentenni certi “capi-padroni” e se continuano ad avvallare ingiustizie di ogni tipo vuol dire che siamo ancora lontani dal diventare un paese veramente civile. Eppure, la “degenerazione antropologica degli italiani,” che esiste e di cui vediamo continuamente le conseguenze nella cronaca e nella vita quotidiana, non ha impedito un risveglio di coscienza. In gran parte il merito è dei giovani, delle donne e anche dei migranti, che ormai corrispondono agli italiani che seppero ricostruire il paese distrutto dalla guerra e dal fascismo. E’ anche un bene che i partiti sostenitori e promotori dei referendum non cerchino di accaparrarsi il merito di questa vittoria. Proprio perché la vittoria è schiacciante significa che hanno contribuito molti elettori di destra. Questo governo è stato bocciato dagli italiani riguardo questi temi, ed è senz’altro un segno del suo sfacelo, ma la politica nobile e onesta dovrà ora fare la sua parte e tradurre l’urlo del popolo in scelte coerenti, coraggiose e intelligenti. Questa è una cosa che va PRETESA dalla politica e dai politici, perchè abbiamo diritto di poterci fidare dei nostri rappresentanti.

sperando di non tediarti rispondo alla tua mail,
a cominciare dal concetto “lasciamoli lavorare”.
In democrazia il popolo assegna al presidente del consiglio un potere enorme,
e chi è chiamato ad esercitare un potere enorme dovrebbe, come minimo, avere la decenza di non fare vittimismo persecutorio.
Perché i giudici (che tradizionalmente vengono in maggior parte da ambienti di destra dovrebbero avercela con Berlusconi piuttosto che con Prodi o altri?
E’ un atteggiamento puerile. Berlusconi ha più grane giudiziarie semplicemente perché ha operato (e continua ad operare) troppo disinvoltamente in una miriade di ambiti economici oppure perché si è lasciato coinvolgere in situazioni in cui qualsiasi persona dotata di buonsenso e maturità intuirebbe il pericolo di sputtanamento.
Diciamo invece che se l’abito mentale dell’imprenditore che vede una nazione come un’azienda non funziona (e in tanti anni abbiamo visto che non funziona) vuol dire che gli imprenditori devono fare gli imprenditori e che per governare ci vuole un’altra mentalità.
Non è una svista, o un peccato veniale. Governare un paese implica molto senso di responsabilità, molte capacità umane e intellettuali (compreso l’amore per la complessità che dicevo), facendo proprio un abito mentale rispettoso degli equilibri istituzionali su cui si basa la democrazia. Gli scandaletti sessuali sono nulla rispetto alle altre mancanze e incapacità molto più gravi.
I governanti non vanno “lasciati in pace” (in 20 anni è stato lasciato abbastanza in pace per poter fare grandi cose che invece non ha fatto), vanno anzi pungolati, controllati, spronati, incalzati. Proprio perché abbiamo dato loro un potere che nessuno di noi ha.
Le debolezze delle persone senza, o con poco, potere sono più perdonabili di quelle dei potenti, le cui decisioni migliorano o peggiorano la vita di milioni di persone.
Come dici tu, i politici non vengono mai adeguatamente puniti per le loro nefandezze.
Proprio per questi vanno tenuti “in riga” nell’esercizio del potere, perché dopo i danni sono fatti e i cocci sono nostri (degli italiani).
Guarda caso la polemica di Berlusconi contro la magistratura si fa forte anche del suo “presunto” accanimento contro la politica che cominciò proprio con tangentopoli, e con Craxi, il mentore politico di Berlusconi.
Concludendo, non capisco perché mai l’accorpamento alle amministrative toglierebbe “totalmente dignità” ai quesiti referendari. Diciamo che non lo si vuole fare perché si pensa che la gente sia stupida (nella migliore delle ipotesi) o perché si vuole meglio bombardarla di propaganda (nella ipotesi peggiore e, purtroppo, più realistica).

A chiunque capitasse di incappare in questo insignificante blog prima del 13 giugno 2011 chiediamo di andare a votare per i referendum sull’acqua, sul nucleare e sul legittimo impedimento.
Comunque la pensi è bene che si renda conto che votare su temi di così vasta portata per la vita di tutti e anche per coloro che nasceranno è UN DOVERE! Infatti chi ha interesse perchè i referendum non raggiungano il quorum per essere validi, o chi vorrebbe che vincessero i no per favorire gli intrallazzi delle cricche criminali, ha tentato ogni spregevole manovra per invalidarli, renderli impossibili o indurre la gente a sprecare un’occasione preziosa, che impedirà ad altri la possibilità di esercitare in futuro molti diritti fondamentali. Le persone coscienziose e oneste votano, anche per ribadire il diritto di chi la pensa diversamente di esprimersi, i menefreghisti che non votano rubano un po’ di libertà agli altri. Specialmente a chi nascerà o crescerà in un futuro, a cui NOI abbiamo il dovere di lasciare un mondo migliore, non peggiore.
Non è vero che “non andare a votare” è un diritto quanto “andare a votare“! I diritti sono sempre concetti in positivo, che implicano la consapevolezza del diritto stesso. Un diritto concepito in senso egoistico non è diritto, è spraffazione! Si può rinunciare a un diritto, ma non si può dire che la libertà di esercitarlo equivale alla libertà di non esercitarlo.
